Documented connection

The 2022 Form 460 identifies the committee as primarily formed to support Alex Fisch and Freddy Puza. By Oct. 22 it reported $12,921.89 supporting Fisch and $12,921.86 supporting Puza, while also reporting expenditures associated with opposition to Dan O'Brien and Denice Renteria. The same filing reports Patrick Meighan at $15,970.55 cumulative calendar-year contributions, SEIU-UHW PAC at $6,500 during the period, Abundant Housing LA PAC at $2,000, and Gregory Maron at $1,675 cumulative giving. The committee predates the 2022 Fisch/Puza campaign.

FPPC filings supplied for this project identify Onward Culver City, committee ID 1433080, as an operating general-purpose committee before its 2022 candidate-support activity. A 2021 filing covering the first half of that year lists Josh Goldstein as treasurer. By the filing covering the second half of 2021, Nick Guthman was treasurer and Patrick Meighan signed as a responsible officer.

The same second-half 2021 filing records a $1,000 contribution from Patrick Meighan on July 16, 2021. In the first half of 2022, the filings show Meighan continuing to fund the committee, Haifaa Moammar contributing, and Alex Fisch making a $150 contribution to Onward on March 18, 2022. Later in 2022, Onward's legal committee name explicitly identified support for Fisch and Freddy Puza, and the committee began reporting independent expenditures supporting them.

Why the distinction matters: the earlier filings document committee continuity, officers and funding history. They are not being treated as evidence that the committee's 2020–2021 purpose was already to support Fisch and Puza.

Separate Form 410 records document the same committee filing address for both Onward Culver City and Vote16 Culver City. Onward's December 2021 amendment lists that address with Nick Guthman as treasurer and Patrick Meighan as principal officer. Vote16's initial Form 410, executed July 4, 2022, lists the same committee address and also lists principal officer Ada Meighan-Thiel at that address; Michelle Zhou is treasurer. Onward's September 2022 amendment continues to use the same filing address while the committee is primarily formed to support Alex Fisch and Freddy Puza.
